Gaza- The head of the civil organizations network warned in Gaza Amjad Al -Shawa is the danger of continuing to target civilians while obtaining humanitarian aid, considering that what is happening shows a clear intention to kill.
In a special dialogue with Al -Jazeera Net, Al -Shawa called for the accountability of the American security company that supervises the distribution of aid, calling on the international community to move immediately to end the aggression, open the crossings, and flow aid safely and regularly.
The head of the civil organizations network also warned about the attempts of the occupation army to spread chaos in the sector by targeting the police and feeding militias and gangs, warning of social and security repercussions for that.

How to describe the situation in the Gaza Strip in general?
The humanitarian situation in Gaza reached the stage of the brink of the disaster, and it became more complicated, and also the disaster is a complex and cannot be limited to famine. There is Israeli targeting of civilians, the systematic destruction of the economic structure and the pushing of the population to total aid, and what we have witnessed since last March and until now is to prevent the entry of everything, especially life -saving aid.
At a time when the stricken sector is totally based on aid, the occupation army prohibits its entry.
On the level of starvation, all the bakeries stopped on the 21st of the same month, and we began to witness a more deterioration in the loss of basic materials from the social tanks and kitchens, which was an important source of the only meal that the Palestinian citizen was receiving.
There are approximately 180 cakes, her work began to shrink since the beginning of last May, and from a million meals that were offered, now only 30 to 50 thousand meals are offered to the maximum of more than two million and 400 thousand residents, and the ability of taca to buy goods from the local market has diminished very significantly due to the high prices and the large shortage of goods. The citizen now does not find what clogs his breath in the full sense of the word.
The citizen is now suffering from forced displacement, and this is its worst phases since the beginning of the war. Since last March 18, it has been estimated that 800,000 have been displaced again in addition to the former, and the worst is that this is done in an area not exceeding 18% of the area of the sector amounting to 360 square kilometers.
Also the thirst crisis is intensifying, and all the population suffers from a water insecurity. 85% of hospitals were discharged from the service, and the rest is partially.

You, as civil organizations. How did the situation affect your ability to provide services and respond to the humanitarian needs of the population?
Unfortunately, with the intensification of the Israeli siege and the lack of access to aid, it has become organized stores United Nations International and local institutions are empty of basic aid, and we are still working on the ground, but unfortunately we are more paralyzed in the ability to respond to the basic needs of citizens, especially with regard to providing food and dealing with cases of malnutrition.

How does the head of the family in Gaza manage to feed his family?
Our estimates are that the citizen’s share in Gaza today is a break of bread, and it is not a condition that it be of flour, but from legumes and pasta. We all live this. Most citizens can barely provide one basic meal a day.
But there is a basic value in our Palestinian people, which is internal solidarity, as citizens share the loaf and a little rice to keep them alive, although the screams of hunger are very difficult.

Do you think that Israel is using starvation to achieve political goals?
actually. First: What is happening is a starvation engineering, and I remember a decision Israeli War Council Since the beginning of the war, the judge to stop the introduction of food, water, medicine, electricity and all forms of aid, and then international pressure continued and aid was entered.
Consequently, what the occupation army is practicing is a systematic starvation to leave severe traces on the health of people in the Gaza Strip, and the disaster extends for a long time.
The occupation army has destroyed farms, factories, and everything that could be relied upon in the Strip, in order to prevent the production of any form of food, restricting it to external aid and then preventing it. We are talking about a systematic engineering to serve basic goals to push people to migrate, but our people remain in Gaza and their persistence failed the Israeli occupation plan.

Israel has started implementing its plan to distribute aid by involving an American company, so what is your assessment of its work progress so far?
Everyone: the United Nations, international institutions, andPalestinian AuthorityAnd the private and private sector, and all our people, its position is to reject this mechanism because of its political significance that aims to serve the goals of the occupation.
The American security company is an essential part of this service, and what it established is military points for distributing aid that formed death ambushes for the Palestinian citizen, and an attempt to humiliate it even at the level of shape through barbed wires, sand dunes and armed men, and there is no type of civil service.
The occupation also wants to replace the humanitarian work system -especially Relief and Works Agency for Palestinian Refugees (UNRWA)– With this system (the American aid company), which does not take into account any humanitarian principle, and pits a threat to the lives of citizens.

Almost every day, citizens are martyred and wounded while obtaining aid, is this intended?
There is no justification for the shooting of hungry civilians who came to obtain their right from aid. What the occupation army is doing is deliberate, and the American company and the occupation army must be held accountable.
From the first day until now, the scene has been repeated daily by killing those who reach that region, and until now it is clear that this (American) institution has not set any criteria to protect the Palestinian citizen and his right to obtain aid.
My voice included the voice of the United Nations calling for the formation of a committee to investigate all the shooting incidents that took place against citizens. We assure everyone that there is no alternative to the humanitarian work system that has worked in the sector for decades, especially UNRWA, which has been working for 75 years until now, and it must be supported and not replaced.

Israel allows the introduction of small quantities of aid through the World Food Organization, but it does not reach the people, so what is the reason?
The occupation army introduces small quantities that represent nothing, and imposes truck paths controlled by gangs and roads that are controlling them.
It also limits aid to flour and quantities of health supplies and food supplements for children, without allowing all aid to enter. It also sets conditions, restrictions and complications on its sources, and they do not reach the distribution stores if they survive the roads, because the citizens stop and get them, and we understand their need for that.

Israel targets the police and aid insurance elements. Is this deliberate with the aim of continuing chaos in the distribution process and therefore not reaching those who deserve it?
From the first day of the war, the occupation army targets the civil police, which is part of a system that must be protected. These targets come within the framework of finding a state of chaos that have been engineered to create a reality that the citizen pays and lasts as long as possible.

What is the risk of spreading chaos in the sector?
It has a very serious risk and effects on the reality of the lives of citizens, threatening all sectors of our people and their personal security, and aims to strike the economic system in Gaza, and to form groups that affect the coherent social fabric that we seek to preserve.

The northern Gaza Strip has been still without food and aid, so what is the danger of this to citizens?
We are estimated that about a million people in the northern Gaza area (i.e. half of the population) do not get any form of aid, and the occupation allowed only 80 trucks, and did not reach the stores as crowds of citizens stopped and they obtained it directly.
There are many families who cannot reach American aid points in the central and southern sector, and there are senior ages, patients, injuries, children and disabilities, and this is a great danger to their health and humanitarian reality. It is required to continue to enter aid in sufficient and varied quantities, focusing on the most fragile groups.

What do you think of Israel’s claims that the aid was going to Hamas?
Evidence must be provided, and Israel has not provided any evidence for this. If there are notes, they can be presented to the United Nations to develop the aid distribution system, not replace it. Today, we are required to protect the humanitarian system, and we confirm that there is no evidence that any Palestinian party steals aid, except to cut the roads.

Israel began to arm the militia east of Rafah, so what is its goal of that? What is its danger?
Therefore, serious consequences, and with a completely clear goal, is to stabilize the state of chaos in the sector and leave its impact on society in all its structures. We affirm that these groups are out of law and pose a threat to Palestinian society, and their confrontation takes place through the unity of society against them, and not to deal with them in any way.

What is your message to the international community?
First: The Gaza Strip has reached a decisive stage of deterioration at all levels, and the human reality now requires not only data and anxiety phrases, but the serious and immediate action in order to end this aggression in all its forms, including opening the crossings, introducing aid, protecting civilians, saving the health situation, working to hold the occupation accountable for its crimes, fairness of the victims, and starting the stage of early recovery.
The needs increase, and the day that comes is more difficult than its predecessor, especially for marginalized groups. There are daily someone who pays his life for a price to get his day from the American security company, which we demand his account and not to deal with it, and not to support it in any way.
