Ukraine changes the faces of its government … an internal need or external calls? | policy

Kiev- After days of controversy and speculation, I decided Ukraine Its order, and made a new government’s amendment, is the third in the era of the current president of the country Volodimir Zellinski.

Accordingly, former Minister of Economy Yulia Sfiridinko has become the head of government, succeeding Dennis Shmeisal, who has held the position since March 2020.

And based on the proposal of President Zellinski, Shmeisal was appointed as Minister of Defense, succeeding his predecessor Rostam Omirov The candidate for the position of the Security Council Security and Defense or his deputy. The current Foreign Minister Andre Sibha retained his ministerial bag.

Converter

During the past weeks, Sferidko has emerged as a wedding of the rare mineral agreement, which was reached with the United States, and because of its strict positions at the time, the signing of the agreement was canceled several times.

She is the second Ukrainian woman to serve as prime minister after Yulia Timoshenko (2007-2010). The list – which was nominated and voted on Parliament at once – includes 13 ministers (except for the Foreign Affairs and Defense).

Thus, Ukraine has canceled and reduced 4 ministries, the ministries of environmental protection and agricultural affairs – which included the Ministry of Economy – and the Ministry of National Unity, which included the Ministry of Social Affairs. He also canceled the position of Minister of Ministers, and transferred his duties to the General Secretariat.

The government of Sfiridinko includes 3 prime minister, who are also ministers of “digital transformation” and “infrastructure and regions development” as well as “European and euro integration”.

Out of 15 ministers, two new ministers were appointed, while 7 ministers maintained their previous positions, 6 other ministers exchanged bags, or have obtained additional positions and tasks in the council.

Need or respond?

The new government amendment quickly opened the door to question whether it stems from an internal need, or that it came in response to external pressure or will, especially from the United States.

President Zellinski has linked these amendments to the need for a “concrete administrative transformation that reduces expenditures, directs the maximum resources available for defense affairs” as well as the need for “more positive dynamics in relations with the United States.”

Commenting on this new amendment, Okexy Harran, a professor of political science at the National University of Bakif, told Al -Jazeera Net, “The idea of the amendments was present and required internally, but it was recently raised with an American desire, and this is why we saw that going into it began immediately after the contact that brought Zellinski with President Donald Trump on July 4 (July 4).”

“Before contacting, some media were talking about differences between Zelinski and Shamali, but both did not comment on the matter or give him attention. After the call, he started talking about the dismissal of the Ukrainian ambassador to Washington Oksana Marcova, and it seems that Kiev found this reason for broader modifications that she intended to make.”

Ambassador in Washington

Indeed, the amendments included only one diplomatic dismissal, Marcarova, and the appointment of Olga Stephenchina, a former prime minister in charge of European integration affairs and the Atlantic euro, “a special delegated from the President of Ukraine for Cooperation Development Affairs with the United States.”

Harran believes that this appointment aims to show the position and reactions of US administration officials towards Stefanchina before officially appointed an ambassador. It seems that Zelenxi sees it the most appropriate for this task, especially as it has achieved great successes on the path to developing relations with European and Atlantic countries in her previous position.

From his point of view, “the former ambassador, Marca Rova, was successful and sincere, but it seems that the current American administration wanted to change it, because it enjoyed wide relations with the Biden administration, and many Democrats were sympathetic to her personally after the White House argument between Trump and Zelinski months ago.”

Homogeneous

But others do not see “pressure” in the sense of pressure that reach the extent of Kiev forced to respond and accept, but rather the need for a homogeneous government and better relationships, which can keep pace with the stage and face challenges.

Olisa Yakhno, a professor of political science at the University of “Shevchinko” in the capital Kiev, indicates this, and she says to Al -Jazeera Net, “Perhaps the Americans have wanted to change the ambassador. But this does not matter, and it remains in the context of expectations. The priority is now for Washington, perhaps, but I think we will witness dismissals and appointment of new ambassadors in other capitals soon.”

“The important thing is that the government of the Affraidinco includes a harmonious and homogeneous list between them, it worked with each other, and is able to continue. The government has formed a process of transfer similar to a chess game, and this explains the parliament’s vote on the government staff at once, instead of discussing the nomination of each minister and voting on it independently, and the presence of two former deputies of Svydenko as a new minister in the new council.”

What is hoped?

Without a doubt, the Ambassadenko government has great challenges in almost every field as the Russian war continued on Ukraine in its fourth year, and from some point of view it is “suitable for this task.”

Perhaps one of the most prominent challenges and tasks defined by Zelinski (in addition to reducing spending and defense) the start of a new stage of cooperation with the United States, and increasing the local production share of weapons used on the fighting fronts, from 40 to 50% within 6 months.

“The current government may be the most efficient than its predecessors. Sfaidinko’s experience and Zelinski’s confidence were decisive workers in choosing it, and its predecessor Shmayal transferred to the Ministry of Defense. The most needed by Ukraine today is a steadfast economy and less corruption increases the confidence of the supportive countries. I believe that both worked hard and succeeded in this in great proportions.”
