Washington Agreement
According to the available information, the agreement signed on June 27 stipulates the “neutralization” of the “Democratic Forces for the Liberation of Rwanda” (FDLR) and raising the defensive measures that Rwanda had taken on its borders with the eastern Democratic Republic of the Congo.

In response to another question by Al -Jazeera Net about the security measures stipulated in the agreement, especially those related to the disarmament of the “Democratic Forces for the Liberation of Rwanda” (FDLR), Kagame stressed that “Rwanda is fully committed to applying all the terms of the Washington Agreement” and stressed “the sincerity of his country’s intentions and fully prepared to implement the agreement.”
He explained that the agreement clearly defined how to deal with the existence of these forces, adding that “the survival of these forces means that the problem will remain on the borders of Rwanda, and therefore we have to deal with it.”

The Rwandan President criticized the media narrative, which focuses on the fact that the “M23” is supported by his country without mentioning the FDLR supported by Kinshasa, he said.
He added, “You will not find any comprehensive report to explain how the Congolese government institutions and the” FDLR “militia are linked to spreading hate speech and genocide,” as he described.
He continued, “Rwanda cannot be held responsible for the emergence of this conflict, because everyone knows where this conflict started, and who caused it, and Rwanda has nothing to do with that,” noting that “the M23 movement came out of Uganda and yet Uganda has not been held responsible for the matter,” he said.
Kagami stressed that “the problem of Rwanda is simple and consists of two parts, the first is the presence of what he called the” FLLR “militia, which he accused of committing and adopting the idea of extermination in addition to the ruling regime in Kinshasa, which turns its people into refugees in Rwanda,” he said.
Kagame concluded that “the issue is simple: if you do not practice any deception and if you do not allow the ideology of the genocide to dominate the area, then things can be addressed.”
Responding to the focus of some parties on the existence of a reserve metal agreements for the Washington Agreement, Kagame said that “international bodies, including teams of United Nations experts, are depicted in their reports that the essence of the whole problem in the eastern Congo.”
