It is expected that 50 heads of state and government are expected, while the United States will be absent, and discussions that continue until June 13 will focus on mining at the seat bottom, the international treaty on plastic pollution, and the regulation of excessive fishing.
President Emmanuel Macron told the newspaper “Oast France” that this summit aims to “mobilize efforts, at a time when climate issues are being questioned by some,” expressing his regret that the United States does not participate in it that has the largest sea field in the world.
US President Donald Trump decided to open the way for mining in the international waters of the Pacific Ocean, bypassing the “International Sea Power” authority, the international governmental body that is not affiliated with the United States for not ratifying the United Nations Agreement on the Law of the Law.
France has set ambitious goals for this first international conference, which has been held on its territory since the Conference of the Parties on the Climate “COB 21” hosted by Paris in 2015.
French Foreign Minister Jean -Noel Barrow said that France “is seeking to be parallel to the oceans, for what was the Paris Agreement 10 years ago, in relation to the climate.”
French President Emmanuel Macron expressed months ago his desire to collect 60 authentication in Nice to allow the entry of the Upper Seas Protection Treaty, and without that the conference will be “a failure”, according to a position made by the French Ambassador for Ocean Ocean Affairs, Olvie Darfur last March.

Sustainable development of oceans
The treaty, which was adopted in the year 2023 and signed by 115 countries, aims to protect marine environmental systems in international waters that cover about half the surface of the planet. It has so far been officially approved 28 countries and the European Union.
France also hopes to expand the scope of the 33 -country coalition, which supports the freezing of mining at the bottom of the seas. Unofficial discussions between delegations are also expected to address negotiations in order to reach a treaty to combat plastic pollution, which will resume in Geneva next August.
Paris also hopes to advance towards ratification of agreements related to combating illegal fishing and excessive fishing.
