Khartoum- About 5 months after the reception of the US President’s administration Donald Trump Its duties, Washington launched new efforts to stop the war in Sudan, which is entering its third year, by reviving the “Quartet Group”, which was formed to support the civil transformation after the overthrow of the former president’s regime Omar Al -BashirNoting the absence of Britain and Egypt’s replacement.
The US State Department held a meeting yesterday, Tuesday, which included Deputy Secretary of State Christopher Lando, and the first adviser for Africa affairs Massad PaulAnd the ambassadors of Saudi Arabia, Rima Bint Bandar, Egypt Moataz Zahran, and the Emirates Youssef Al -OtaibaWithin what is known as the “Quartet Group”.
The absence of Britain, which was active in the Sudanese affairs before the outbreak of the war, has emerged, what analysts considered an indication of the decline in the American -British consensus in the file.
The repercussions of the conflict
The US State Department spokesman Tami Bruce said in a statement that the meeting is part of international efforts to contain the repercussions of the Sudanese conflict, and explained that Landu stressed that the conflict constitutes a threat to the common regional interests, causing a worsening humanitarian crisis, stressing his country’s refusal of the military solution and its call to focus on the negotiating path.
The Quartet also called for intensifying their efforts to urge the warring parties to stop the fighting, and to reach a political settlement that secures stability in Sudan.
These moves come after the stumbling of the “Jeddah Forum”, which was sponsored by Washington and Riyadh, where the parties failed to adhere to the terms of the two signed documents, especially from Rapid support forces Which has not been without the civil sites, which led to the suspension of negotiations since the late 2023.
The United States had launched an initiative to hold talks in Switzerland between the Sudanese government and rapid support last August, but Khartoum refused to transfer negotiations from Jeddah, and insisted on implementing the previous agreement before any new dialogue.
In February, the Sudanese Foreign Ministry of the United Nations handed over a road map to solve the crisis, including proposals for the transitional stage and conditions cease-fire.
The last weeks have witnessed movements from the UN envoy Ramtan Lamamra and the head of the Commission African Union Mahmoud Ali YoussefAnd organized “IgadAnd what is known as the “triple mechanism”, where they welcomed them separately Kamel Idris Prime Minister, in a move towards joint efforts to stop the war and bring the positions of the parties closer.
Government position
Commenting on the Quartet’s move, Sudanese diplomatic sources told Al -Jazeera Net that the government has not received an official invitation from Washington, but it shows its reservation to the participation of any country that supports the “Rapid Support Militia”.
The sources, who preferred not to be identified, confirmed that the Sudanese government is keen on peace, and has participated in the Jeddah negotiations, but the Rapid Support Forces took advantage of the Hoden for military expansion, as its leader stated Mohammed Hamdan Daglo “Hamidi” finally refusing to return to the negotiating table.
For his part, the “Samoud” alliance welcomed the results of the Quartet meeting, and considered it an important step for ending the war, especially with regard to the ceasefire, facilitating the delivery of aid, and protecting civilians.
In an interview with Al -Jazeera Net, the coalition spokesman, Jaafar Hassan, said that ending the war requires continuous pressure on the parties, to reach a comprehensive ceasefire, and to start a political process that leads to a permanent peace and a civil democratic system.
Cautious American engagement
Political researcher Mohamed Aladdin believes that the Trump administration did not pay any attention to Africa, and is preoccupied with other files, and it has not yet completed the formation of its teams concerned with African affairs in the National Security Council and the Ministry of Foreign Affairs, which prevented the crystallization of a clear policy towards Sudan.
Aladdin told Al -Jazeera Net that the Quartet’s revival reflects a desire Washington By interacting with the Sudanese file through its partners, not alone, to reduce internal pressure from CongressAnd other human rights organizations accuse them of neglecting the support of some countries for the Rapid Support Forces, accused of war crimes in Darfur.
He believes that the success of the Quartet is conditional on the settlement of differences and the necessity of activating a role Arab LeagueAnd formulating an approach that takes into account the aspirations of the Sudanese people, without returning the rapid support forces to the scene.
As for the former Sudanese Foreign Ministry spokesman, Al -Ubaid Marouh, he believes that the Quartet will remain unable for reasons, including the adoption of the international community – in front of Washington – for an approach that considers the war a “conflict between the army and rapid support” only, which excludes the government from negotiation, and led to the failure of the Switzerland talks before its launch.
On the other hand, he emphasized that the American move does not contradict the efforts of the United Nations, the African Union, and “Igad”, but rather falls within the roof of the Quartet and its American shadow.
